- Preheat your oven to 375°F (190°C).
- Boil salted water in a large pot and cook the ziti for 8–10 minutes until al dente. Drain and reserve some pasta water.
- Brown the ground Italian sausage in a Dutch oven for 5–7 minutes. Add onion and garlic; cook until onion is translucent.
- Stir in marinara sauce, tomato sauce, sea salt, Italian seasoning, and heavy cream. Simmer for about 5 minutes.
- Fold ziti into the sauce and mix with 1½ cups mozzarella cheese. Transfer to a greased baking dish.
- Top with sliced fresh mozzarella and remaining mozzarella cheese. Cover with foil.
- Bake covered for 20 minutes until bubbly.
- Remove the foil, add Parmesan cheese, and bake uncovered for an additional 5 minutes until golden and bubbly.
- Garnish with chili flakes and basil before serving.
