Method
 

Step-by-Step Instructions
  1. Preheat your oven to 350°F (175°C) and line two baking sheets with parchment paper.
  2. In a medium bowl, whisk together the flour, cocoa powder, salt, and baking powder.
  3. In a large mixing bowl, cream together the butter and sugars until light and fluffy, about 2 minutes.
  4. Add the egg yolks and vanilla, and beat until pale and fluffy, about 1-2 minutes.
  5. Gradually add the flour mixture to the wet mixture, mixing just until combined.
  6. Scoop dough into about 34 portions, roll into balls, and create an indent using your thumb.
  7. Chill the indented dough for at least 1 hour.
  8. Bake for 9 to 11 minutes, until edges are set and centers look soft.
  9. Cool on the baking sheets for about 5 minutes, then transfer to a wire rack.
  10. Heat the cream until simmering, pour over chocolate chips, and stir until smooth.
  11. Fill each cookie center with the ganache and allow to set.
