- Soak the dried glass noodles in cold water for about 5 minutes, until they soften. Drain and cut in half.
- Julienne the Taiwanese cabbage into thin strips.
- Combine light soy sauce, dark soy sauce, black vinegar, white pepper, sesame oil, sugar, and water in a bowl; whisk until smooth.
- Heat vegetable oil in a wok over medium heat and sauté ginger and garlic until fragrant.
- Add the julienned cabbage to the wok and stir-fry on high heat for about 1-2 minutes.
- Add dried red chilies if desired, pour in the stir-fry sauce, and add the soaked glass noodles. Toss to combine.
- Season with salt to taste and stir everything until heated through.
