- Dissolve kosher salt in a pot of hot water and cool to room temperature. Submerge chicken thighs in the brine for 30 minutes to overnight.
- Mix toasted panko with melted butter. Preheat air fryer to 400°F and cook panko mixture for 2-3 minutes until golden brown.
- Set out three shallow dishes: flour, egg and milk mixture, and toasted panko for breading.
- Pat dry brined chicken thighs, drizzle with olive oil, and coat generously with the seasoning blend.
- Bread chicken by dipping in flour, then egg wash, and finally pressing into the toasted panko.
- Cook chicken in air fryer at 400°F for 8-10 minutes, flipping halfway, until internal temperature reaches 165°F.
- Lightly toast brioche buns in air fryer for about 2 minutes. Assemble sandwiches with chicken and favorite toppings.
